CITIS in TeamPerMed: the Centre for Data-Enriched Personalized Medicine
TeamPerMed was founded in 2023 to move personalised medicine out of research and into Estonian clinical practice. It joins the University of Tartu and Tartu University Hospital with the University of Helsinki, Erasmus Medical Centre and Erasmus University Rotterdam, and runs on Horizon Europe funding with co-funding from the European Regional Development Fund and the Estonian Ministry of Education and Research. The centre works across health data policy, a cardiology programme piloting data-driven tools with clinicians, pharmacogenetics, and education. Its targets for 2029 include validating at least six personalised medicine tools, completing three interdisciplinary pilot studies, and training 3,000 healthcare professionals, researchers and students. Visit TeamPerMed homepage for more.
Mihkel Solvak leads the Socio-Economic Impact working group, with Andres Võrk, in partnership with the Erasmus School of Health Policy and Management in Rotterdam.
A genetic risk score or a pharmacogenetic test is worth deploying only if it changes outcomes for the better, reaches the people who need it, and is affordable to the system paying for it. Those are economic and social questions rather than clinical ones. Our group works on the cost-effectiveness of personalised medicine tools, on who gains from them and who is left out, and on what the evidence means for health data policy. The methods are the same ones we use elsewhere: linking national registers, and measuring whether an intervention changed anything for the people it was meant to help.
Contributions
In October 2026 Andres Võrk, Annegrete Molloka, Elisabeth Võrk, Mihkel Solvak and Taavi Unt published the group’s first output, linking Estonian Health Insurance Fund records with monthly Tax and Customs Board employment data to follow what happens to people’s working lives after a first heart attack. It finds that return to work is strongly patterned by education, by other illnesses, and by the job someone held beforehand.
